Commercial establishments across the United Arab Emirates will soon be required to pay mandatory licensing fees to stream or play copyrighted music on their premises, with enforcement scheduled to begin in December.

Introduced under the comprehensive “Collective Management in Music Guide,” the framework establishes a structured legal mechanism to guarantee that music creators, composers, and record labels receive appropriate royalty compensation whenever their intellectual property is utilized publicly for commercial benefit.

The new regulatory framework applies broadly across the country’s retail, hospitality, leisure, and entertainment sectors. Affected entities include hotels, fine dining establishments, casual cafes, shopping malls, fitness centers, radio stations, and domestic airlines.

By formalizing public performance rights nationwide, the initiative aims to align national intellectual property standards directly with international copyright enforcement conventions while simultaneously protecting artistic rights within the growing regional creative economy.

Implementation and ongoing enforcement of the regulation will be overseen by accredited collective management organizations, which will handle licensing administration, tariff collection, and distribution of royalties to domestic and international rights holders.

Specific licensing fees will vary based on venue classification, physical customer capacity, and the operational nature of the music played, explicitly distinguishing between passive background streaming, live musical acts, and specialized entertainment events.

All commercial entities operating within the country will need to secure valid licenses prior to the December implementation date. Industry analysts view the legislative rollout as a decisive step in formalizing the UAE’s cultural infrastructure and establishing a sustainable ecosystem for artists.

While the policy introduces a new layer of operational compliance and overhead costs for commercial venue operators, government authorities emphasize that compensating creative talent is essential for fostering long-term growth across the regional arts and entertainment industries.

Business owners across all seven emirates are urged to review the guide’s official tariff schedules, assess their venue requirements, and complete registration ahead of the deadline to avoid legal penalties and ensure continuous commercial operations.
