EU calls for Meta disable addictive options like countless scroll and autoplay on Fb and Instagram

Meta “needs to implement design changes” to Instagram and Facebook, such as disabling “key addictive options” like autoplay of movies and countless scroll

The Europe Union accused Meta on Friday of breaching its social media regulation by means of designing Fb and Instagram to get customers hooked, and demanded it disable “key addictive features” like infinite scrolling.

The EU’s executive arm issued a fresh set of charges against Meta Platforms as part of its investigation under the 27-nation bloc’s strict digital rule book known as the Digital Services Act. The sweeping set of regulations from Brussels requires tech platforms to protect internet users under threat of hefty fines.

The European Commission said Meta failed to properly assess the risks its design features pose to the physical and mental health of users, including minors. And while the company has tools and controls to help manage Facebook and Instagram use, it said they were easily overridden, dismissed, or technically challenging to use.

Meta “must enforce design adjustments” to Instagram and Fb, reminiscent of disabling “key addictive features” like autoplay of videos and infinite scroll so they’re not turned on by default, the commission said in its preliminary findings.

Meta now has the chance to respond and defend itself before the commission issues its final decision, which could result in a fine worth up to 6% of the company’s global annual revenue.

Meta said Friday that the preliminary findings do not recognize the steps that the company has already taken to protect teens.

“Since this investigation started, we rolled out Teenager Accounts that mechanically offer protection to teenagers and put oldsters in keep watch over – letting them block get entry to to Instagram at night time and cap day-to-day display time at simply quarter-hour,” Meta mentioned in a ready remark. “We share the European Commission’s commitment to providing teens with safe, positive online experiences and will continue to engage constructively with them.”

Europe is committed to enforcing its legislation that holds platforms accountable for addictive design features, said Henna Virkkunen, an executive vice-president at the commission overseeing tech.

“Protective the bodily and psychological well being of Europeans should be a concern for social media platforms,” Virkkunen, mentioned in a written remark.

Fb and Instagram design options, together with personalised suggestions and push notifications, serve up an unending move of content material, hanging customers’ brains on “autopilot” and fueling compulsive use, the commission said.

Meanwhile, screen time controls that parents can impose on their teens’ devices can be “simply brushed aside” and do not lead to a significant relief of use, the fee mentioned. And the controls are undermined by means of the technical experience, effort and time that folks wish to perceive and use them, it mentioned.

The fee’s proposed design adjustments additionally integrated discovering higher techniques to inspire display time breaks, and converting the content material advice gadget in order that it’s much less “engagement-oriented.”

The initial findings are the newest fees since Brussels opened its investigation in 2024 over considerations that the social media massive wasn’t doing sufficient to offer protection to youngsters on-line.

Previous this 12 months, the EU mentioned its investigation discovered that Meta failed to forestall youngsters beneath 13 – the minimal age for Fb and Instagram – from signing up, and now not doing sufficient to spot and take away underage customers once they had opened accounts.
