Healthcare workers, clinics, and social media influencers in Dubai are being subjected to stricter digital marketing rules aimed at preventing malaical claims and protecting the well-being of the population.
The latest directives from the Dubai Health Authority (DHA) state that no online advertisement promoting a healthcare service and related matters can use medical marketing materials without the necessary DHA approval.
The mandate extends legal liability beyond licensed medical personnel to encompass digital content creators who feature or endorse health facilities.
Any online publication identifying a medical establishment now requires explicit authorization from its medical director, who also assumes responsibility for promotional material filmed within facility premises.
Furthermore, practitioners operating internationally must maintain dedicated, compliant social media profiles for their Dubai-based practice.

The regulatory framework explicitly outlaws sensationalist terminology. Healthcare marketers are prohibited from deploying terms such as “miraculous,” “magic,” “100 per cent,” “assured success,” or “immediate results.”
The directives also restrict unverified professional titles, stipulating that designations like “Cosmetic Specialist” or “Anti-Ageing Expert” cannot be used unless officially recognized on a practitioner’s DHA license.
The prefix “Dr” remains restricted strictly to licensed physicians, dentists, and holders of UAE-attested PhD credentials.
Patient privacy and visual integrity form a critical pillar of the new framework. Healthcare facilities must obtain formal written consent prior to sharing patient imagery, with parental authorization required for minors.
Visual demonstrations—including before-and-after imagery—must feature identical individuals without digital manipulation or altered camera optics, accompanied by clear disclaimers regarding variable individual outcomes.
Additionally, live-streaming or recording promotional footage inside operating rooms during surgical procedures or under general anesthesia is strictly prohibited.
These measures align with Dubai’s 2022–2026 strategic healthcare objectives, designed to maintain consumer trust and elevate clinical transparency.
Medical directors are mandated to institute staff training programs, establish content archives for regulatory compliance checks, and ensure strict adherence to UAE cultural standards.
